Background
AORW-U is currently in the process of revising its Suppliers’ Register. We invite prospective suppliers offering various goods and services, as outlined in this call, for vetting. Successful candidates will be included in our approved suppliers list for the period 2024-26. It’s essential to note that prequalification does not guarantee a contract; rather, it establishes eligibility for solicitation from the listed suppliers. Additionally, AORW-U retains the right to seek services and goods from vendors outside the listed register if those listed fail to meet the required standards and specifications.
Organisational Profile
The Association of Refugee Women in Uganda (AORW-U) is a women’s rights organization comprised of women refugees from the Democratic Republic of Congo, Burundi, Rwanda, and Somalia. It operates as a not-for-profit and is led by refugee women. AORW-U initially started as a self-help group for a few women refugees from the Democratic Republic of Congo, who could meet once a week to discuss their well-being in Uganda. However, till it expanded to include women refugees from Burundi, Rwanda, and Somalia. The organization’s main objective is to strengthen locally-owned systems for addressing Gender-Based Violence by transforming socio-cultural norms, rebuilding family and community support systems, designing effective services, working with legal systems, documenting abuses for advocacy purposes, and promoting resilient livelihoods through economic empowerment programs.

Eligibility.
In accordance with the Finance and Procedures Manual (2022) and the Procurement policy, AORW-U outlines that, when eligibility criteria, limiting participation, are mandated for a specific project or contract due to a decision by a donor government, the applicable rule specified in the grant agreement will prevail. In such instances, the relevant eligibility rule will be explicitly stated in the invitation to tender or pre-qualify, regardless of the procurement method employed.
Safeguarding and Accountability.
In our commitment to ensuring the safety of the communities we engage with, our selection process incorporates thorough background checks to safeguard vulnerable populations from potential abuse. AORW-U strictly adheres to the principle that goods, works, or services shall not be procured from entities or individuals prohibited from participation by organizational policies, national statutes, or donor requirements.
Maintaining the highest legal and ethical standards, AORW-U adopts a zero-tolerance policy towards fraud and corruption. The organization, in collaboration with suppliers, actively works to prevent fraud and counteract corruption throughout the contracting period and service provision. Suppliers are expected to promptly report any suspected irregularities and proactively engage in efforts to prevent corruption, illegal activities, or misuse of organizational funds. The supplier and its personnel are prohibited from receiving or being promised bribes or any improper enrichment.
In the event of detecting or suspecting fraud, corruption, or other fund mismanagement, AORW-U reserves the right to commission a forensic investigation into the use of funds by the supplier. If such malpractices are confirmed, the supplier is obligated to promptly return all funds implicated in the fraudulent or corrupt activities to AORW-U. Furthermore, the supplier’s agreement will be immediately terminated as a consequence of confirmed fraud, corruption, or fund mismanagement.
Conflict of Interest.
In adherence to the Conflict of Interest Policy of AORW-U, the organization places particular emphasis on addressing issues of independence and potential bias. This is crucial for upholding the integrity of AORW-U’s activities and processes and ensuring public confidence in its operations. Given the nature of the organization’s role, it is imperative that the work undertaken by AORW-U remains untainted by any conflict of interest among its stakeholders. Consequently, the disclosure of specific circumstances becomes a necessary measure to prevent the compromise of AORW-U’s work due to conflicts of interest. Therefore, the declaration of interests and the disclosure of any conflicts of interest or potential conflicts of interest are essential components of maintaining transparency and integrity within AORW-U.
Liability for Taxation.
Suppliers are obligated to fulfill their responsibility for the payment of taxes on fees derived from the agreement with AORW-U to the pertinent taxation authority, adhering to Ugandan Income Tax provisions for services rendered. In accordance with this, AORW-U will deduct a withholding tax of 6% from invoices submitted by the suppliers.
Suppliers expressing interest are requested to submit the following documents:
• Product List
• Company Certificate of Incorporation/Individual Business Registration Details VAT registration certificate (If applicable).
• Company/Individual Business Profile indicating physical, postal address and contact person (Max 2 pages).
• Current Tax Clearance Certificate if applicable.
• Physical Address and contact details; Telephone numbers and email addresses of at least three (3) traceable trade references indicating organization name, address, contact person name, email address.
